In order to be eligible for membership to the bar of this Court, an attorney must be a member in good standing of the bar of the Supreme Court of the State of Rhode Island, be of good moral character and, either:

• Have completed the course of instruction on Federal Practice and Procedure given by this Court’s Board of Bar Admissions; or 
• Have at least five (5) years of experience in practicing before federal courts and certify that he or she has read and understands the local rules of this Court.
