An attorney must submit the following case initiation documents and the filing fee, if applicable, electronically using the Court’s Case Management/Electronic Case Files ("CM/ECF") system:

Sealed Cases
Cases filed under seal cannot be initiated through CM/ECF, and attorneys must submit case opening documents to the Court outside of CM/ECF. Attorneys seeking to file a case under seal must submit their case initiating documents, along with a motion to seal the case, via Box.com. Once the case is opened, the Clerk's Office will provide the attorney(s) of record with access to the case in CM/ECF and instructions on paying the applicable filing fee through Pay.gov.
